السودان يخرق حظر الاتحاد الأوروبي للأسلحة بمساعدة أوغندا

شبكة المدار الإعلامية الأوربية …_ قالت جماعة لمراقبة الأسلحة يوم الخميس إن أوغندا ساعدت في نقل أسلحة وذخائر أوروبية إلى جنوب السودان في ذروة حربه الأهلية، في تحايل على حظر للأسلحة يفرضه الاتحاد الأوروبي. وقال مركز أبحاث التسليح أثناء الصراعات ومقره لندن إن جنوب السودان رتب لأن تقدم الحكومة الأوغندية ضمانات بأنها المستهلك النهائي لمشتريات أسلحة وذخيرة من بلغاريا ورومانيا وسلوفاكيا. وذكر المركز في تقرير يستند إلى أبحاث أجريت على مدى أربع سنوات أن الأسلحة سُلمت لأوغندا في 2014 و2015 ثم نقلت بعد ذلك إلى جنوب السودان المجاور. وقال جيمس بيفان مدير المركز ”لدينا أدلة كتابية من مكان التصنيع مرورا بالتصدير إلى أوغندا وتحويل المسار إلى جنوب السودان ووصولا إلى العثور على الأسلحة في ساحة المعركة“. وامتنع متحدث باسم الجيش الأوغندي عن التعليق على الاتهامات قبل قراءة التقرير. ورفض متحدث باسم حكومة جنوب السودان طلبات للتعليق عبر الهاتف والبريد الإلكتروني. ووثق التقرير كيف أن مسؤولين عسكريين كبارا من جنوب السودان ضالعون في هذه العملية من البداية إلى النهاية. ودعمت حكومة أوغندا جيش جنوب السودان علانية بالسلاح والقوات في الحرب التي بدأت في 2013. غير أن بيفان قال إن دور أوغندا في نقل تلك الأسلحة لم يوثق من قبل بهذا التفصيل. وشردت الحرب أكثر من ثلث سكان جنوب السودان البالغ عددهم 12 مليونا. ووثق التقرير أيضا نقل شحنات أسلحة سرية، صنعت في السودان والصين، من السودان إلى مقاتلين معارضين في جنوب السودان جوا وبرا من 2014 حتى منتصف 2015. ودأب السودان على نفي دعم المتمردين في حرب جنوب السودان. والسودان وأوغندا من الرعاة الرئيسيين لأحدث اتفاق سلام في جنوب السودان ويستعدان لنشر قوات حفظ سلام في جنوب السودان. ويفرض الاتحاد الأوروبي منذ عام 1994 حظر أسلحة على السودان، ومدد الحظر ليشمل جنوب السودان عندما انفصل عن السودان قبل نحو سبع سنوات.
